Terms of Reference for the Position of

Junior Medical Officer (JMO) – SSPOS, GLRA India, Chennai

About GLRA India: German Leprosy and TB Relief Association – India (GLRA India) is an International NGO

working for Leprosy, TB and Disability; established in the year 1966. GLRA India has been providing technical

support to National Leprosy Eradication Program (NLEP) and Revised National Tuberculosis Control Program

(RNTCP) in collaboration with Govt. of India in different states and NGOs.

Purpose of the position: Overall, under the supervision of ‘National Medical Advisor’ GLRA India, the

incumbent will contribute to the development and implementation of GLRA India’s medical activities such as;

1) Provide assistance to the National Medical Advisor in activities relating to ILEP (umbrella organization

for all International NGOs working for Leprosy) in Tamil Nadu with in GLRA India Strategic Support to

Project Office in the South (SSPOS).

2) Coordinate the medical activities of the SSPOS, covering the states of Kerala, Tamil Nadu, Andhra

Pradesh, & Telangana as and when required.

Key Job Responsibilities

Government Support

The incumbent will support technically the implementation of National Leprosy Eradication Program as per the

requirements of Central Leprosy Division and the specific needs of the State of Tamil Nadu and within the

prescribed mandate of GLRA.

  • The incumbent will take initiative and assist the state leprosy office in assessing the situation

(epidemiological and operational) and designing strategies to solve the leprosy problems;

  • Facilitate the state in compiling result-based district plans and planning the state level activities after taking

stock of the available technical and managerial skills;

  • Prepare and update technical resource list and mobilize external experts to facilitate jointly agreed special

activities whenever required/ as per plan;

  • Visit leprosy referral centers in the state and establishing a sustainable referral mechanism;
  • Facilitate the state in strengthening, planning and capacity building, supervision and monitoring system at

all levels and ensure that feedback is sent to the districts; appraise the state heads on the gaps identified

and recommend corrective actions and provide necessary follow-up;

  • Conduct field visits to priority areas in the districts and selected villages as per the need and advise of State

Leprosy Officer;

  • Meet state and district level for review of progress, assessing the needs/ priorities;
  • Organize periodic meetings with the state leprosy officer /other ILEP agencies/NGO members and persons

affected by leprosy, to discuss the progress in the implementation of the planned activities and future

needs/ priorities;

  • Regular reporting (ATP and monthly report) to CLD and to ILEP, and undertake special assignments given by

CLD;

  • Represent GLRA in review meetings at state/national level and attend meetings organized by CLD as per

need;

  • Take up any other task assigned by the GLRA India CEO/ NMA from time to time.

Project Support

  • Provide Technical assistance to the projects/programs supported by GLRA and in line with NLEP/RNTCP

policies

  • Visits the project partners (under the guidance of NMA) to monitor the activities and utilization of GLRA

funds and to offer appropriate guidance

  • Ensure quality standards of medical care are met in the different projects/ programs
  • Develop new initiatives, innovative practices that contributes to the prevention of Leprosy and TB
  • Assist NMA in preparing co-financed projects in SSPOS

Within the organization

  • Participate as an active member and contribute in the technical meetings of the organisation
  • Participate in assessment/evaluation of projects/special programs as per the needs of the organization,

within the country

  • Organize meetings, workshops, seminars and orientation courses involving Government and NGOs, and

Medical Colleges as and when need arise

  • Take up any other task assigned by the CEO/ NMA from time to time
  • Work in close coordination with CEO/ NMA in the respective areas of operation and need based

consultation with other medical advisors and social advisors of GLRA India

Geographical scope: The ‘Junior Medical officer(JMO) – SSPOS, will be based in the GLRA India office in

Chennai and will travel as and when required.

Supervision and Reporting

The position reports to the ‘National Medical Advisor (NMA)’. Ensuring that statutory reporting timelines at the

regional levels of SSPOS are meticulously adhered to – this includes keeping the senior leadership informed of

the progress in medical activities with appropriate indicators.

Qualifications, Experience, Skills & Competencies

  • Academic: MBBS
  • Minimum two years of experience in public health programs
  • The incumbent should be willing to travel at short notice and willing to undertake additional

Over 50 years, GLRA India has contributed in diagnosis and treatment of 2.3 million people affected
by leprosy, 0.21 million people affected by TB and rehabilitated 0.27 million persons affected by
leprosy. Presently, GLRA India supports 49 projects (including NGO, direct projects, Co-financed
projects and technical support to National Leprosy Eradication Programme in Gujarat, Tamil Nadu,
Dadra & Nagar Haveli, West Bengal, Daman Diu & Lakshadweep).
GLRA supports quality services to affected population under Leprosy, TB, and disability sector with
funding support from its Head Quarters, based in Germany. Since 2010, there has been policy change
that demands generation of local income to supplement the Grant from Germany in order to take up
more activities. GLRA India in the near future would play a major stakeholder in supporting medicosocial
programmes for the affected population by leprosy, TB, and disability in Asian countries in
general and to the DAHW supported partners in particular.

Key Job Responsibilities
1. Developing Fundraising Strategy:
 Assisting in developing a fund raising strategy that includes 5 years and yearly targets
to meet the costs of the current and future programmes of GLRA India
 Assist in developing annual work plans based on the approved strategy and prepare
income and expenditure budgets for each fundraising initiative.
 Prepare a concept note for every new proposal or initiative and get the approval of
Manager – Resource Mobilization & Public Relations
 Approach and raise funds from individuals, Corporates, trusts and foundations within
India
 Ensure fundraising activities are in line with organizational goals.
 Work on web based/face to face/individual fundraising
 Work on CSR activities/initiatives with corporates in discussing
 Liaise with agencies that facilitate FR initiatives such as printers, mailing agents, data
providers volunteers and others

 Compile and maintain a database of donors/ organizations

Geographical scope: There are 3 positions required for Resource Mobilization Officer, GLRA India
– Chennai – 1 position & Mumbai – 2 positions, will travel to projects located in different states across
the region.
Reporting

As the Manager of Resource Mobilisation, she/he will develop a Resource Mobilisation Strategy and Action plan for GLRA India. Furthermore the Manager will support “Advisor – Communication & Public Relation” in developing a strategic approach to donor visibility and DAHW visibility through implementing partners.

Key Job Responsibilities

Resource Mobilisation

  • Conduct in-depth analysis; identifies & develop strategies for GLRA India specific fund raising opportunities. Develop a long term strategy for the period of 2017-2025 in alignment with overall strategy of GLRA India and also formulate detailed year-wise action plan for the FR unit, GLRA
  • Conduct a contextual analysis of the Fundraising environment and funding gaps in the felt needs of GLRA India and its partners
  • Set Resource Mobilisation & revenue goals, meet/ achieve them and closely monitor all Resource Mobilisation activities with their Key Performance Indicators and report on status of the activities
  • Proactively deepen existing client relationships, develop new ones and forge innovative partnerships under various corporate CSR initiatives; prepare appropriate funding pipeline for long term strategy using a combination of donors.
  • Develop an effective donor communication strategy, in collaboration with the Communication function, for maintaining excellent donor relations
  • Exploit the opportunity available through the modern Social Media for Fundraising and Visibility of GLRA India
