Terms of Reference for the Position of ‘Manager - Finance’, GLRA India

Key Job Responsibilities:

  • Assume day to day supervision and controlling of book-keeping of GLRA India accounts through Winpaccs Software as and when required.
  • To receive and process all invoices, requests for payment.
  • To deal with daily transactions for the petty cash and ensure that reconciliations are completed on a weekly basis.
  • Enter tally and Winpaccs on daily basis
  • Validation of vouchers and writing top voucher, cancelling the original voucher with rubber stamp

  • Geographical scope: The ‘Manager - Finance’, will be based in Divisional Office South, Chennai and he/she will travel to other offices and projects as and when required.

    Supervision and Reporting:

    This position reports to ‘Regional Finance Manager, Asia for daily activities and keep the CEO and ARR updated as and when required.

    Qualifications, Experience, Skills & Competencies:

  • Academic: Any Postgraduate degree in Commerce / MBA finance.
  • 7 years of experience in finance with minimum of 3 years in association with NGO preferably.
  • Organizing skills: Strong ability to deal with a large volume of work, prioritize work assignments, perform routine work independently, meet deadlines and adapt to constantly changing demands; strong ability to deal with tasks related to meetings, appointments, travel and follow-up
  • Communication skills: Excellent ability to draft correspondence, correct documents and present information to donors & others
  • Interpersonal skills: Strong ability to work effectively in a multicultural team with sensitivity, strong team player and respect for diversity. Ability to act with tact, diplomacy, discretion and respect for confidentiality and gender sensitivity.
  • Computer skills: Updated MS Office (Outlook, Word, Excel, Power Point)

    Terms of Reference for the Position of ‘M&E Consultant – Axshya Plus’, GLRA India

    Specific Responsibilities:

  • Support Project team in development and implementation of project M&E
  • Implementation of standard operating procedure for project MIS
  • Provide technical support to district project team on MIS and data analysis
  • Prepare daily/ weekly progress reports; compile monthly/quarterly reports and other necessary reports as per project requirement under the supervision of the program manager

    Terms of Reference for the Position of ‘LTBI Coordinator – Axshya Plus’, GLRA India

    Specific Responsibilities:

  • Coordinate with the National TB Elimination Programme staff at Tuberculosis Unit (TU) which is located at Block level.
  • Participate in planning the initial stages of LTBI intervention in coordination with District TB Officer and NTEP staff along with the Team Lead.
  • Weekly collect the list of index patient (microbiologically-confirmed pulmonary TB patients) diagnosed in the block from either the Nikshay portal or laboratory registers.
  • Visit all microbiologically-confirmed pulmonary TB patients who were recently diagnosed in the TU area and meet their household contacts.
  • Visit all microbiologically-confirmed pulmonary TB patients who were notified -through private sector in the block and meet their household contacts.
  • Counsel TB patients about anti-TB treatment adherence.

  • Counsel family members about TB prevention and care.
  • Inform about Tuberculosis Preventive Therapy to the household contacts.
  • Arrange for screening of household contacts for TB disease and/or Latent TB Infection (LTBI).
  • Record the details of household contacts, their LTBI status and eligibility for TPT after thorough assessment.
  • Take consent for testing of LTBI – among household contacts.
  • Mobilise household contacts to nearest collection centres and Chest X-ray (CXR) facilities.
  • Communicate with laboratory representative for collecting and processing the samples.
  • Record and report the investigation results.
  • Communicate the investigation results to household contacts and clarify their doubts.
  • Follow up with household contacts for consultation with medical officer at TU.
  • Facilitate the TPT initiation among eligible household contacts.
  • Ensure that all diagnosed TB patients are placed on anti-TB treatment.
  • Following up with household contacts up to treatment completion.
  • Record and report the six months follow-up reports.
  • Build systems for sustaining contact follow up models by engaging ASHA workers, community volunteers etc.
  • Provide a monthly report to the DTO and the SPMU.
  • Participate in monthly meetings of NTEP and update the NTEP team on the achievements, challenges and solutions to field difficulties.

    Specific Responsibilities:

  • Obtaining the list of Index TB patients from the Team Lead and scheduling the home visit of the LTBI coordinators after contacting the patient.
  • Collection and compilation of field data received from LTBI coordinator on daily basis.
  • Follow up call with LTBI Coordinator on non-receipt of data files at the end of home visits.
  • Completeness of data shared from field to be checked and feedback provided to the LTBI Coordinator on weekly basis. Receive revised data from LTBI coordinator within 48 hours from sharing the details.

    Terms of Reference for the Position of ‘MIS Assistant – Axshya Plus’, GLRA India

    Specific Responsibilities:

  • Plan the initial implementation strategies with the District TB Officer at the beginning of the project to have a specific geographical mapping of the field intervention.
  • Coordinate and organize all district level activities including regular meeting with the District TB Officer, Senior Treatment Supervisors and establish a cordial relationship.
  • Meet the NTEP personnel at the Tuberculosis Unit (TU)– Medical Officer and other staff.
  • Assist collecting the list of index patient (microbiologically-confirmed pulmonary TB patients) diagnosed in the block from either the Nikshay portal or laboratory registers.

  • Guide the LTBI coordinators during the initial phases of roll ut of the project and later provide supportive supervision to the field staff including MIS Assistant and LTBI Coordinators.
  • Assign LTBI coordinators the task of making a house visit to index patients in their respective TU areas and meet the household contacts of index patients.
  • Ensure that LTBI coordinators complete the cascade of care as mentioned in the training manual.
  • Ensure regular updates to LTBI coordinators on resource availability at TU level for smooth implementation of activities and timely action.
  • Accompany at-least 10% of TB patients during (a) the counselling TB patients about Treatment adherence along with LTBI Co-ordinator, (b) Counselling family members about TB prevention and care, (c) Informing about Tuberculosis Preventive Therapy to family members, (d) Preparing for screening of family members for LTBI, (e) Mobilising family members to nearest collection centres and Chest X-ray facility during initial months of implementation and with any new joinees during implementation.
  • Support, review and adopt corrective measures with justified documentation in - recording and reporting of the details of household contacts, their LTBI status and eligibility for TPT after thorough assessment.
  • Co-ordinate with engaged laboratories or private health facilities for sample collection and testing.
  • Ensure that all reports are communicated to household contacts through LTBI coordinator.
  • Establish linkages with doctors at the public health facilities for hassle-free assessment of household contacts for TB disease and TPT.
  • Ensure that all eligible household contacts are initiated on TPT. Ensure that all diagnosed TB patients are put on anti-TB treatment.
  • Interact with >10% of household contacts on TB preventive therapy at the start of treatment initiation.
